Small Engines (Lawn Mowers, etc.): Trouble starting, air mixture, carburator

things I tried first:

new spark plugs this spring, even took them out/cleaned off and replaced. new battery freshly recharged. fresh oil this spring. drained gas and replaced with fresh. new fuel pump and filter.

I can't get it to start. It will start momentarily with starting fluid in the fuel spitback cup,(air intake, key 7)24-109-09-S,  
but then immediately dies. It seemed like it wasn't getting any fuel, hence the above.

Probably the worst thing I did in frustration was adjust idle fuel adjusting needle on top of carb and forgot how many turns, clockwise or counterclockwise( I know the original position was between 1 and 2 oclock).

Suggestions? questions?

1. Starting from completely  A:clockwise or B:counterclockwise...how many turns for the idle fuel adjusting needle?
2. After changing the fuel pump and some hoses, do I need to re-prime them due to loss of vacuum? If so, how do I accomplish it?
3. Do I need to remove or take apart the carb to clean it?

I hope you can help...or should I take it to the shop?  I'm good at saving lives, just a bit out of my knowledge base when it comes to fuel systems...at least I think its a fuel problem?

 Hello Michael:

 The Idle Air Mixture is Set as Follows: Turn the Screw Clockwise Until Seated. *DO NOT JAM JUST SNUG** Then Turn Counter Clockwise 1 1/2 Turns. Start Engine. Then Set the Idle Air Mixture so there is No Hesitation when Going from Low RPM's to Full Throttle. The Gas Should be Free Flowing to the Pump. The Pump has to be Primed. Low Air Pressure Pushed into the Tank through the Fill Tube will Push the Gas to the Pump. From your Description I Suggest you Clean and Rebuild the Carburator. You can View a Breakdown of the Engine and Carburator at this Addy http://www.kohlerengines.com/service/manuals/index.jsp and Follow the Direction to View a Illustrated Parts List of your Engine and the Carburator will be with the Engine Breakdown.
