Small Engines (Lawn Mowers, etc.): Toro Mower Starting Problem, briggs stratton engine, briggs stratton

Question
My compression gauge shows 60#.  Recognizing that fixing a possible compression problem is more involved than a carb cleaning, maybe I should start there.  In a rebuild/cleaning, is it necessary to remove and replace the welch plug?  I have no experience with the plug replacement -- how do you remove it?  Any special tool required?
does this plug provide access to a fuel passage area?   Thanks.

Toro Super Re-Cycler Mod 20043  Ser 200010722  Briggs & Stratton engine 6 HP ----Initial startup is very difficult, mower requires 10 to 15 pushes of the primer and additional pushes of the primer as the mower's rope is pulled.  When the mower finally starts to run it runs very slowly for  5 to 10 seconds and then gets up to normal rpm's. After the initial start is achieved, the mower runs fine.  Stops and restarts during lawn cutting are no problem and requires no primer use and are accomplished with minimal pulls of the rope.  Air filter is clean, new plug, no dirt in fuel bowl, pressing of the primer seems to squirt some fuel in the carb when looking in the throat of the carb with the air filter removed.  Your thoughts would be appreciated.

 Hello Charles:

Check the Compression. It should be 70psi or Greater. If the Compression is Good, then the Carburator May need Cleaned and Rebuilt. You can View a Breakdown of the Mower and the Engine at this Addy http://www.smallenginepartswarehouse.com/parts.asp and click the Box Parts Look Up. Then Select the OEM(Toro) and Enter the Model Numbers 20043. Then Double Click on the Model in the Search Results Area. Hope this Helps. I am here if you Require more Assistance. Let me know what Happens, Please. Thnaks.

Answer
 Hello Charles:

Dont do the Carburator. 60psi is Way to Low on Compression. The Engine May need to be Rebuilt or the Valves May be Out of Adjustment. With just 60psi of Compression, the Vaccum Isnt enough to Properly Draw Gas through the Carburator Jet and Into the Engine. This is Also the Reason for the Slow Start-up. Check the Valve Lash(gap between the valve stem and the tappet/rocker arm) first. Intake is .009in and Exhaust is .013in. Hope this Helps. I am here if you Require more Assistance.
