Small Engines (Lawn Mowers, etc.): lawnmower engine Brigs and Stratton, brigs and stratton, crank shaft

Dear Friend,
    I have a lawnmover that I have just rebuilt but can't get it to start.
    Model #128802 Part 0627-01 Code 95041259
    Lawn Chief 5.5 hp. 20 inch.
I used to work on small engines when I was a kid but now I'm fifty years old and a few things have changed. I took an engine apart and saw the cylinder walls were a little scratched.  So I bought a hone and honed the cylinder nice, but when I put it back togeather I noticed the camshaft and timeing gear are plastic.
On the crank shaft gear there is a dot and on the camshaft gear is a slot.  I lined these two up and instead of a splasher on the rod end there is a gear driven oil lubricator.
My question is the engine won't start but its getting a spark and I sprayed starting fluid in the carburetor and nothing, but I noticed that the governor rod is hitting the oil pump or something because the throttle goes back and forth and I don't think thats right and I don't know if the engine timeing marks are right because it has been years since I worked on one.  And the side of the engine didn't go on smoothly.  I had to tighten the bolts down on each side to get it to go together.  Can you help me with sugestions?  Thanks.

 You have the Timing Marks Correct. The Governor Rod is Hitting the Internal Governor. The Gear on the Crankshaft Turns the Side Output Shaft for and Accessory Drive. On the Next Page Scroll Down to the 2nd Listing and Click on View PDF. This will Download a Breakdown for you to View Online. Was the End Gap on the Rings at .020 or Less? If Not, then you will need to Pour a Small Amount of Oil into the Cylinder through the Spark Plug Hole and try to Start the Engine. Were you Pulling the Side Case onto the Dowel Pins?
