Small Engines (Lawn Mowers, etc.): difficulty in shifting gears w/ rattling from bottom of mower, bicycle type, friction disc

Question
(11.5 RER old bicycle type handle bars).  The shaft friction disc slides fine when the mower is lifted to its stands but when down on all 4 wheels it is difficult to shift the gears. I have adjusted the cable for clutch and replaced a bushing in the wheel casing to eliminate bending of the axle.  Its also difficult for the starter to turn engine even in neutral and a new battery and good starter. When motor can be started I experience loud rattling, tinging noise form underneath mower in clutch area. What could be my problem and how do I fix it?

Answer
 Hello Sam:

Check the Bolt that Holds the Drive Disc Onto the Crankshaft. If this Bolt Lossens, the Drive Disc will Slide Down on the Crankshaft and Cause this Problem. Hope this Helps, Let me know what Happens, Please. U enjoy knowing the Outcome. Thanks.

 Good Luck
