Small Engines (Lawn Mowers, etc.): not starting, safety switches, new spark

i have a 1999 Craftsman 20.5 hp electric start 42" mower. my engine will turn over but wont fire. it has brand new spark plugs and the fuel filter is working. if you could help me solve this problem and send me an engine diagram for my mower that would be great thanks.
