Small Engines (Lawn Mowers, etc.): Carburetor problems, briggs stratton, carburetor problems

I have a 1962 Briggs & Stratton 20 hp engine. The engine has not been run in years.  I had the carburetor rebuilt and it leaks gas out of the carburetor when I start the engine.  I can get it started occasionally but I can't get it leaned out.  The mixture seems to rich.  After the engine stops it still leaks gas out of the throat of the carburetor.  How do I correct it?  What do I do next?

 Hello Kenneth:

 From your Description the Carburator Float Needle isnt Seating Properly and Flooding the Engine. Return the Carburator to have the Needle and Seat Replaced. If the Carburator has the Needle with the Black Tip on it, then Change it to the Silver Needle and install the Rubber Seat that goes with the Silver Needle. The Rubber Seat is Not used with the Black tipped Needle. Hope this Helps. Let me know what Happens, Please. I Enjoy knowing the Outcome. Thanks.
