Question -
I have a 5hp Briggs Chipper.  When I was running, a stick got caught in the area of the carbureator linkage, which is hidden under and behind the gas tank (pretty much tightly hidden to access).  When I yanked the stick out, the engine would fire up but slowly idle down and quit, not maintaining any power upon trying to chip debris.

I inspected the engine and saw that a bracket on one end of a spring involved with the linkage (flapper?) looked bent up (45 degree angle from horizontal).  I bent it back down to about 30 degrees below horizontal and the engine would now race, but not retain power upon trying to chip and would slowly stall out.

I see an adjustment screw involved in the linkage that has been turned all the way in previuosly.  I haven't done any other "gross" adjustments.  I bought the machine used and have done nothing but change oil and plug.  when I put a new plug in this one, it gets really dirty quickly (black char), but not "wet" with oil.  

I'm a mechanical engineer and have rebuilt carbureators on older cars, but have never messed with governor settings, nor do I know the theory of operation.  I don't know how old the machine is, bu I suspect it's more than 5 years.  Any suggestions?  Your help is well appreciated.
