Small Engines (Lawn Mowers, etc.): tecumseh engine surges(searching), s sears, fuel mixture

Just rebuilt the carb(tecumseh float/fixed throttle) on my brother's sears ez3 mower. The mower had benn idle for years in his garage, and the carb needed a cleaning for sure. It nows starts fine but surges(doesn't die), just searches for an unknown setting. Wonder if there's still some gunk impeding the throttle plate.It seems to hang up a little.
Wanted to check in with a brain trust before I pull the carb and retrace my steps. Linkage is set properly. Any words of wisdom shall be heeded as I retrace my grounds.

 Hello Dave:

 The Carburator needs to be Soaked Overnight in Cleaning Solution (metal carburator Only) to Really Clean the Varnish that the Gas has Formed Inside the Carburator. Send me the Model Numbers Off of the Engine, Please. With these I can View a Breakdown of the Carburator and Better Assist you. Does this Carburator have a HS and LS Fuel Mixture Screws? If Yes, then the HS and LS Screws May Require Adjusting. Hope this Helps. Let me know what Happens, Please. Thanks.
