Small Engines (Lawn Mowers, etc.): Chipper/shredder wont start, briggs and stratton, hp briggs

Question
I just used my craftsman 7.5 hp briggs and stratton engine chipper shredder for the first time.  It started fine the first time.  In fact it souned gret.  But when I shut it off to prepare branches for shredding it would not start a second time.  The rope won't even pull.  Is it equipped with a safty device?  Or what would it be?

 Send me the Model Numbers Off of the Chipper and Off of the Engine, Please. With the Numbers I can View a Breakdown of the Chipper and the Engine and Better Assist you. Is the Chipper Blades Clear of all Obstructions? **Remember to Remove the Spark Plug Before Checking the Chipper Blades for Obstructions.** Hope this Helps. Let me know what Happens, Please. Thanks.
