Small Engines (Lawn Mowers, etc.): 16.5 murray lawnmower 2003, compression stroke, selinoid

hard to turn over. starter will not go past the compression stroke. with out the plug ok. i change the selinoid and the ignition swith,but still the same i measured the voltage at the tab on the selenoid when engaged its at 6.9 and the volts at the starter is 6.5 checked for bad wires.but none...what do i do  thanks james....

 Hello James:

 Check the Battery for a Bad/Weak Cell. Check the Starter for Dragging. The Voltage should Never Drop Below 9VDC. Anything Below that and the Brushes inside the Starter Burn from Low Voltage. To Get Better Service Out of my Mowers; I Use a Larger Battery Cable than the Ones Installed by the Manufacturer. I Install the Largest CCA Battery that will Fit the Mower Safely. The Larger Battery Cables Allows More Current Flow to the Starter and Decreases the Starter Problems. I have One Mower that has had the Same Starter for 14 Years and Never a Starter Problem; Just the Battery having been Replaced a Few Times. You Problem is Either the Battery or the Starter.
