 Hello Charles:

 Which Pulley are we Asking About? Most of the Pulleys are Bolted on and Are Keyed to the Shaft. If the Pulley is Frozen to the Shaft, then Soak with PB Rust Catalyst and If Required, use Heat from a Torch. A Puller Most Times Does Not Work. It Just Bends the Pulley. Hope this Helps.
