Small Engines (Lawn Mowers, etc.): 15.5 hp briggs hard starting, hp briggs, battery cables

  I got the wiring figured out on the swisher, and the down fall. When it is turning over it rotates the flywheel half to three quarter and then stops or drags, long story short I get to rewire do to melt down.
  A service shop told me it is probably valve clearnce causing the drag. They have to eat to so he wouldn't offer gap specs. hope you can help before my wife kills me!
  It is a 15.5 Briggs off of a craftsman rider. These are all the numbers off of motor: M# 28N707, T#0173 01, C#9602094B.

 Hello Buddy:

 The Valve Clearance is .009in Intake and .011 Exhaust. However, I set All the Engines At .013in Intake and .017in Exhaust. I have Found that on Most Model Engines, the Clearance that the Engine Manufacturer Uses Quickens the Valves to Burn. I Suggest that you Purchase the Largest CCA Battery that will Fit your Mower and Get Larger Battery Cables. This will Make Starting the Mower Easier and Extend the Life of the Starter. Check the Starter for Dragging. Check the Battery for a Bad/Weak Cell. The Valve Clearance isnt the Problem. Been there and Done that One and  Never Has Not Cured the Problem you Described.
