Small Engines (Lawn Mowers, etc.): Ryobi carb- How to adjust? Or just get a new one?, adjustment screws, starter fluid

I know there are two adjustment screws on the carb; I just don't have any idea what to do with them. I can't get my 775r to start; the engine will sometimes turn over a couple of times when I follow the "What to do if the engine's flooded instructions" and spray starter fluid into it, but that's it. I haven't used it a lot, but I've been bad about not draining its fuel tank in the off-season. Wondering if I should just replace the entire carb. And, nobody in Atlanta seems to be interested in working on Ryobis.
