Small Engines (Lawn Mowers, etc.): help, engine model type, exhaust ports

i have a twin briggs and it only runs with the choke all the way out

 Hello James:

 Depending on the Engine Model, Type and Code you May have to Clean and Rebuild the Carburator. Check the Exhaust Ports and Ensure the Port and Muffler are Clean of Carbon Also. Hope this Helps. Let me know what Happens, Please.
