Pls help I don't want go back. I have steep hills need this mower or a suggestion on a better brand.

Answer
 Hello Terry:

1- It Sounds ike the Carburator Float is Set to High and Allowing the Carburator to Flood. 2- Has the Muffler been Check for Carbon Build Up in the Exhaust Port or in the Muffler as this will cause the Problem Also? There is Really no Better Brand Unless you go to Honda 2 Cycle. I have Both and Get Good Service Out of Both. I have to Clean the Exhaust Port and Muffler After Each Mowing Season because of the Carbon. Yours should be Checked and Cleaned Every Other Year Depending on the Amount of Grass you have to Cut. Go to this Addy https://lookup2.toro.com/partdex/index.cfm?xCaller=lawnboy and Enter your Model Number 10324. Your Mower is the 2nd One on the List. Open the View Assembly Drawing Folder and Then Open the Engine Assembly File. This will Assist you in Checking the Exhaust. If you wish to View the Carburator Breakdown, just Open the Carburator Assembly File. Hope this Helps. Let me know what Happens, Please.

 Good Luck

 Respectfully
