Small Engines (Lawn Mowers, etc.): B&S carb overflow, riding lawnmower, followup question

I scratched my head for a couple hours while I tinkered with it.  I re-re-re-re-assembled the carb and took the drain plug out that is about as big as your little finger.  It's big enough to look through and poke things into the bowl (plastic spray straw from a gumout can).  I poked at the float....  AHAH!  It was stuck.  I poked it harder and it jumped free from being stuck.  The float jams or wedges on something during assembly of the carb.  I removed the float and tried to find where it was sticking by any rub marks.  I carefully filed the rough edges off of the seams on the float where it could rub.  I don't know if I fixed the sticking problem permanently or not but the engine runs without pumping gas out of the overflow of the carb constantly.

Question -
I'm working on a Huskee brand riding lawnmower for a friend.  It has a B&S 18hp 42A707 engine.
It starts fine but within moments fuel starts pouring out of what I think are fuel bowl overflow holes in the top of the carb into the air filter holder which then pours into the engine air intake.  I have installed a carb rebuild kit that includes replacment jets and needle and gaskets (but not a float).  It does the same thing.  The carb seems pretty clean.  No slime or residues.  I disconnect the fuel line and run the engine off the gas in the carb till it's empty.  The float doesn't appear damaged but I didn't submerge it in a bucket of gas to test its buoyancy.
What's going on and what's next?
I sure could use some help with this.

 Hello Thomas:

 Send me the Type and Code Numbers Off the Engine in a followup Question, Please. However, The Problem is the Float Needle is Not Seating Properly. Check the Float and Float Level. The Float should be Level with the Bowl Seat When the Carburator is Turned so the Float is on Top and Horizontal. Hope this Helps. Let me know what Happens, Please.

 Glad you got it Running Properly. Happy Mowing. Thats the First I have Heard of the Float having that Problem, However anything is Possible. Thats why I Ask for Input on what was the Cause of the Problem. I will Add the Float Catching the Bowl as A Possible Cause to my List. Thanks for the Email.
