Small Engines (Lawn Mowers, etc.): starter turns slow on 14.5 briggs and stratton, crankshaft pulley, briggs and stratton

my father took his starter on his riding lawn mower up to the mower shop and they told him it was not the starter,The battery is good,but it turns the motor slow,and will not hardly kick the starter teeth up,the red wire  and the selenoid are also getting hot on the side of the block by the starter..Please help us,,thank you sir,Brian

 Hello Brian:

 Remove the Belts From the Crankshaft Pulley. Now Try to Turn the Engine a Few Turns by Hand. Can you Turn the Engine this Way? If No or it Feels like it is Tight and Binding, then the Engine has Internal Damage. If yes, then take a Jumper Cable Set and Hook to the Battery in the Mower. Place the Positive Cable End on the Battery Post of the Starter and then FIRMLY Touch and Hold the Ground Jumper Cable to the Engine Block. Will the Engine Turn? If No, then Take a Car Battery and Jumper to the Starter as you Just did. Does the Engine Turn Now? If Yes, then the Battery in the Mower has a Dead/Weak Cell. A Volt Meter Will Not Tell you if the Battery is Bad. You Require a Battery Load Tester to Test the Battery Properly. Hope this Helps. Let me know what Happens, Please.
