Small Engines (Lawn Mowers, etc.): snapper rider disk drive adjustment, snapper rider, rubber wheel

My 30" snapper rider is declining in the ability to pull small inclines. The rubber wheel is not worn and I know there should be an adjustment to reduce the tolerance between the disk and the rubber wheel. Does the disk or rubber wheel move? Can you tell me how that is accomplished?

 Hello John:

 Send me the Model Numbers Off of the Mower, Please. Depending on the Model; the Clutch is Adjusted by the Cable at the Clutch Pedal. There are Small Metal Spacers Around the Cable that Are Moved one at a time to Increase the Cable Length, which Allows the Rubber Drive Wheel to Engage the Engine Drive Tighter. Hope this Helps.
