Yes, the governor has been tampered with.  It will not tighten up at the top of the lever by the small coiled spring.  Thanks again, John

How can I adjust the governor on a 17 HP Briggs and Stratton engine because it revs too high?

 Hello Rusty:

 Has the Governor been Tampered with? If not Check the Governor Control Spring. It May be Broken, Stretched or Simply Jumped Off. Send me your Model, Type and Code Numbers Off of the Engine and I can Properly Assist you. Thanks.

 Hello Rusty:

 Loosen the Governor Control Arm from the Governor Shaft. Turn the Governor Shaft Clockwise Until it Stops. Then Hold the Carburator Control Linkage To Full Open. Lock the Tighten the Control Arm Back to the Shaft. Start Engine. If it Still Revs. Repeat the Above Directions,execpt Hold the Carburator to Idle. Its Been A while and I have Not Located my Manual for this Engine. I May have the Shaft Rotation Backwards, But this will get us Started on Setting the Governor. Hope this helps. Let me know what Happens, Please.
