HAVE A LAWN MOWER WITH PULL START AND WHEN I PULL ROPE IT WILL NOT RE-COIL WHEN MOUNTED ON MOTOR/IT RECOILS FINE WHEN SHROUD IS NOT MOUNTED ON MOTOR.

 Hello Tom:

 I Require the Model, Type and Code Numbers Off of the Engine to Assist you Better. However, if your Starter Clutch Looks like a Square Tower in the Center of the Engine; Standing about 3 to 4 inches tall, then Spray Some Penetrating Catalyst In the Small Hole in the Top of this Tower. Spray the Penetrating Catalyst around the Rubber Seal at the Base of the Tower. It will Take A few times Spraying the Top of the Tower, because the Hole is Tiny. Rust has Built Up insibe the Starter Clutch Support and the Clutch. It should Lock when Turned Clockwise and Turn Free with a Slight Rattle when Turned Counter Clockwise. If this Doesnt Free Up, Then Remove the Screen and look for the Lip on the Cover of the Starter Tower. Take a Flat Screwdriver and Pop the Cover Off. **Be Careful** There are Ball Bearings Under the Cover. Dont lose Them. Turn the Tower Back and Forth with a Pipe Wrench and Pull Up at the Same Time. The Tower will Slide Off By Hand if it isnt too Rusty. Clean the Tower Support and the Inside of the Clutch Base. When the Tower Support and Base are Clean of Rust. Spray Lightly with Lubricant and Put the Tower Back Onto the Support. Replace the Ball Bearings and Cap. Replace the Screen and Reassemble the Blower Housing. Hope this Helps.
