Small Engines (Lawn Mowers, etc.): Fixing flat tire, murray riding mower, duck bill

Question
I've got a cut in the side wall of my rear right tire on our Murray riding mower.  I'm trying to remove the tire to take it in and have it replaced, but there is a small cover over the bolt head.  Is there a way to pop this off without damaging the cover?

 Hello Pam:

 Take a Pair of Duck Bill Pliers and Grip the Outter Portion Of the Cover. Wiggle and Pulle at the Same Time. It's Kinda Hit and Miss. Running a Repair Shop, I Always Replaced the Caps with New Ones. Hope this Helps. Let me know what Happens, Please.
