Small Engines (Lawn Mowers, etc.): briggs and stratton 4 hp wont start, briggs and stratton, mixture settings

Question
I have a briggs and stratton 4hp model#10A309. It was surging when my grandfather gave it to me, then I went to mow and now it wont start. I have replace diaphram, cleaned out carborator, and cleaned out fuel tank, got fresh gas thinking maybe water got in the gas and still not working. There is a spark from sparkplug. It acts like it tries to start but NEVER does. Any suggestion would be really helpful. thank you so much

Answer
 Hello Lindell:

When you Cleaned the Carburator did you Blow All the Ports and Passages Out with Compressed Air? Could you Send the Type Code if you need to talk to me about this Mower Again, Please. If the Carb is Clean and the Air/Gas Mixture Settings are Correct, then Check the Compression. The Compression should be No Lower than 70Psi. Hope this Helps. Let me know what Happens, Please.

 Good Luck

 Respectfully

 John
