 The Engine Base Plate must be Removed to Replace the The Internal Parts of the Governor. I would Suggest you Purchase a Repair Manual from Your Local NAPA, Small Engine Repair Shop or from http://www.outdoordistributors.com/ as you will be Better Prepaired to Perform this Repair. I Never Suggest that Internal Repair be Performed by a Novice unless they have a Manual to use for Reference.
