Small Engines (Lawn Mowers, etc.): Craftsman 6.5 HP does not start, change spark plug, oil level

It was working last week. Grass had grown big since there was no cutting for 3 weeks. Noticed some smoke and the engine stopped towrads the end of cutting. Before I stored I did start it but when I took out this week it did not start - change spark plug but no luck. Cleaned filter a little but no luck still. Can you help?

 Hello Arvind:

 Lets do a Diagnostic on the Engine. 1- Remove Spark Plug. Wrap a Wire aroung the Plug Threads and Attach the Other End of the Wire to the Bolt above the Plug. Turn the Engine and Check for Fire. Is there Fire? 2- Is the Oil Level Correct? 3- Spray a Small Amount of Gas into the Carb Throat and try to Start the Mower. What Happens? Perform these 2 Tests and let me know what you find.
