Small Engines (Lawn Mowers, etc.): briggs 11hp no start, starter fluid, float bowl

Hi,I have a Briggs 11hp, I think I've tried every thing I could think of. Ran fine last year, plenty of spark at plug, fuel tank drained filled with new gas,float bowl drained and cleaned, compression at 72 psi, head removed to clean carbon deposits and checked valve operation, when cranking and spraying starter fluid sounds like it's just about to start but as soon as you let off the key it shuts down can get it to do the same thing if I choke it quick on and off, fuel cap has been removed also. Any information would be greatly appreciated, Thank you

 Hello Chris:

 The Compression is on the LOW side. 75psi is Minimum on these Small Engines. Remove the Spark Plug and Take 4oz of New Oil and Pour it Into the Cylinder. Replace the Spark Plug and Try to Start the Engine. If it Starts then the Compression is too Low.  Hope this Helps.
