Small Engines (Lawn Mowers, etc.): rough idle on throttle free 3.5 briggs, sand paper, flywheel

i am having trouble with a murray push mower it is a throttle free 3.5 briggs it idles rough and if it gets on a little bit of grade it dies. i have took the primer button out and cleaned that part of the carb out it idles up and down and is flooding out have put 4 plugs in it. have checked the gap between flywheel and coil a piece of sand paper will fit snug between them. don't know where to go from here starting to hate the throttle free design

 Hello Brian:

 I see you have joined the Crowd. Noone likes the Free Throttle system. The Carb needs to be Cleaned and Overhauled. All Ports and Passages need to be Blown out with High Pressure Air. Hope this Helps.
