Small Engines (Lawn Mowers, etc.): TILLER BELT REPLACEMENT, rear tine tiller, brake cable

John, I have a Yard Machine 5HP rear tine tiller Model 430.  My Mom replaced the belt for the first time and now the cable that goes up to the handle will not come back up after pressing it to engage.  I guess it is a brake. Anyway I dug out the manual and the picture shows the idler pulley a lot closer to the engine than it is on the real thing.  What I need to know is this: does the idler pulley sit right next to the big pulley and how do we adjust the brake cable?  the manual is not specific enough and I wish I had a better picture.  Please help. Thanks.

 Hello Robin:

 What is the Rest of the Model # Please? Model 430-???. Also it sounds like the Belt is on the Wrong side of the Tension Idler Pulley. Check the Belt Routing. If the Routing isnt the cause send me the Complete Model # and I can Help More.
