Small Engines (Lawn Mowers, etc.): setting governer, optical tach, bad spring

Question -
I have a b&S 16.5 hp in a riding mower amd I have replaced the short block. I would like to know how to set the air vane with the governer spring arm on. Also, the spring is a "green" color, and is not fully collapsed when removed from the unit. Its coils are slightly open. Is this a bad spring.
I have an optical tach, as for my model plane, and can put tape on the flywheel to look like a prop.

Its a new engine style as the tractor, a yard machine 42 in cut from Home Depot around 3 yrs old.
I see the same engine, model 31700 on other machines.
The governer spring is held between the "Y" on the vane/throttle arm that I ned to secure to the vane shaft in the correct position, and the other end to a bendable arm on the slide activated by the throttle cable. This is adjusted at high by aligning 2 holes, but on low speed, the spring dangles, which makes me believe it got stretched, as the slackness has no tension on the throttle butterfly when inlow speed. I se no adjusting screws except on the carb for mixture and such.

 Hello Peter:

 The Spring should hang when the Engine is at Idle. The Governor Control Shaft is what you want to Hook the Governor Control Arm to. Steps for Setting the Governor Control Arm: 1- Hold the Butterfly Lever Closed and Turn the Governor Control Shaft Clockwise until it Stops. Lock it Down. Hope this Helps.
