Small Engines (Lawn Mowers, etc.): Tecumseh 3.5 HP Engine, gas leaks, butterfly valve

Tecumseh 3.5 hp engine TVS90  Mod. 43388
Gas leaks into oil. Disassembled carb,bowl etc. All seems in free working order. Put back together and no help--still gas in oil. Before I go any further, I just want to know if it could be anything else besides a bad float(hole in float) or bad needle/seat. When I have carb in upright position(bowl off)I can blow through fuel line. When I rotate carb and float slides needle to seat, air is cut off. The engine is approx. 20 years old but has had limited use(less than 200 hrs). How is governor adjusted and do I need to keep the gov. hooked up to the choke? Can I just hook up a manual choke?

 Hello Harry:

 Did you Replace the Needle and Seat when you had the Carb Apart?  The Governor Linkage is Hooked to the ButterFly Valve. The Choke should be Manual. Has someone hooked up the Linkage wrong? Hope this Helps.
