Question
I removed the head on the 1990 White Lawn Mower and the engine turns easily.

The starter does not turn the engine when jumped straight to the starter.

I checked the flywheel key and it is not bad.

The starter is mounted properly.

Still have a high compression and the starter will not turn it. Do you have any other suggestions.

Could engine be out of time?

 Hello Ken:

 The Flywheel Key is what Times the Engine. If the Flywheel Key was Good then the Engne is in Time. From what you are saying about the Starter; I would Replace it. If you are Jumping the Starter from a Car Battery and it doesnt Turn, then the Starter is Bad. If you have to Replace the Battery Cables; use Cables that are the Same Diameter as Automotive Cables. The Larger Diameter the Cable the Better the Amp Flow to the Starter and the longer the Starter will last. Hope this Helps.
