Small Engines (Lawn Mowers, etc.): honda tiller 4stroke, honda tiller, little honda

i have a little honda 31cc 4stroke tiller,,,it is hard to start and when it does run it blows fuel out of the carb to the point that it builds an oily film leaking out of the air cleaner rather quickly.  if the air foam filter is removed it will run good but the minute i put a clean filter back on it it wants to stall,take clean filter off run ok(still has some fuel vapor coming out.last year the thing had a running prob that drove me to the point of taking it in i put a carb kit in and made no diff,took to dealer and they couldnt figure it out until they checked valves,appears valves backed off,they tightened and it appearred ok,when it runs it run ok but obvious suction problem,,what do you think

 The Intake Valve is Burnt. I dont know why the Shop didnt tell you this.  Whenever those Honda's Start Spitting Fuel out the Intake; 9 out of 10 times the Valves HAVE TO BE RESEATED and Valve Lash Reset. Hope this Helps.
