Small Engines (Lawn Mowers, etc.): Craftman Garden Tractor, rear wheels, tractor model

Hello, I have a craftman tractor model no. 917.272660 and when i tried to turn the key, all I get is 1 click.Also, when I turn the light on, nothing happens. I gave the battery a jump and the problem still occures.Also, the rear wheels are frozen. I bought this tractor new in April 2003. Can you help me?

First- clean the battery cable connections really really well.
Then charge your battery (jump it- run it 30min).  If it still won't restart, buy a new battery.
As far as the rear wheels being frozen- this while the engine is running and you put it in gear?  Or engine off/you trying to push?  Give me specifics on when this happens.
