Small Engines (Lawn Mowers, etc.): toro lawn mower wont start, elderly friend, lawn mower

My elderly friend purchased a Toro self propelled mower about 2 years ago.  Each year we have a heck of a time getting it started the first time.  I am not sure of model# or engine size.  I have pulled the spark plug several times and it seems to be getting soaked with gas.
Air filter is clean.  I did put Stabil in the machine "after the fact"  meaning in the spring instead of last fall.  When I put the Stabil in I got the machine to run. That was a week ago and now the darn thing won't go.  Any suggestions.

The float needle and seat are not sealing allowing the carb to flood. The carb itself is probably dirty and varnished from the old gas. You will need to clean the carburetor. Check through the FAQ page and you will find some explanations on how to do this.   Stabil is a good product and will keep fresh gas fresh for a very long time when mixed properly, but it will not improve the quality of old gas.
