Small Engines (Lawn Mowers, etc.): Pull rope and cut off, storage tank, starter fluid

Hi, I have a Briggs 5/0 hp tiller.  Pull rope broke, side mounted.  Took off, but when rewinding after about 3 winds it slips and doesn't wind.  It will not rewind so that the rope can be put back on.  It is held together with a cylinder shaft flared on one end, then a washer below that.  Can I take that off and reset the spring inside?
We had another problem with this tiller.  Ran good for 30 minutes, now cuts off as soon as started.  Has been setting for quite some time, drained gas, put new gas in.  Will run good, but will not get gas to keep running. Cranks right up with starter fluid.

Unfortnantly the starter has to be replaced. I know of no way to service this type of starter without damaging the flare end of the shaft. The hook on the end of the spring is bent out which is why it slips after a few winds

Sounds like the carb needs to be cleaned to me. start by removing the float bowl and the filter base look inside the bowl for water and give it a good soaking with carb cleaner. if it had water in it,, that may have come from your storage tank. if there is debri in the bowl,, that came from your tank or the fuel line is deteriorating. Drain and clean the tank too while your at it. if the fuel line is brittle and cracking or feels squishy when you pinch it then replace the fuel line.
