Small Engines (Lawn Mowers, etc.): b&s engine, float bowl, needle valve

I HAVE A 12.5 HP B&S LAWN TRACTOR ENGINE MODEL SERIES 28V700WHEN I OPENED THE COVER TO REPLACE THE AIR FILTER
I SEE GAS IN THE SMALL BOWL IN THE BOTTOM OFTHE FILTER HOUSING
WHERE IS IT FROM ?
IS IT OK ?
IS IT WHY I ALWAYS SMELL GAS LATELY ?
      ENGINE RUNS OK

Jack, sounds like your carb's float system is beginning to fail.  Since the carb isn' leaking abundantly (a sign of a failed needle valve/seat), your most likely problem is the float itself may have taken on some fuel through a crack, causing it to be at a lower level, which causes the float bowl to overfill with fuel.  Take a look at the float.
