Small Engines (Lawn Mowers, etc.): Carburator screw settings, toro wheelhorse, compression issue

I have a Toro wheelhorse 8-25 with an eight horse Briggs that doesn't run.  It has spark, but seems to be getting too much fuel.  I was wondering if you knew what the screw settings on the carb are supposed to be, and if so, relay that information to me.  Any other helpful tips or tricks would be greatly apprecieated.  Thanks for your time...

Hi Ryan,

The high speed mixture screw is initially set at 1&1/2 turns out.  Then adjust it to give good acceleration and top speed while keeping the screw as far out as possible.  The low speed mixture screw is set at 3/4 turn out, then adjust to give a smooth idle.   

Dry the spark plug or replace it.  If the spark plug continues to get wet, there might be a leaking or out-of-adjustment, float.  Check for suction at the carb's intake.  It there is none, there may be a valve or low compression issue.
