I'm in the process of re-habing this mower after several years of non-use, and have encountered two problems:
-The starter motor, initially seized, works intermittently, with good battery and when jumping from car.  Solenoid always clicks, but starter motor often will not turn.  When engaged, it will start the engine.
-The battery does not charge when engine is running as tested by voltmeter.  Dealer says new wiring harness may be needed, although owners manual says to replace the rectifier.  Parts may not be available thru dealer since the mower is approx 20 years old.

Parts should be available since many people restore those mowers.

For the intermintent starter, I would clean all the ground connections and the battery cables and post.  Take the parts off the mower and clean the mounting points with a wire brush.  Don't know for sure if it will cure the problem but loose/weak grounds can cause some weird problems.

As for the charging, what brand of engine is on the mower?  Most used Kohlers.  You can check to see if it is producing AC current before the recitfer.  If you have AC then check right after the rectifer.  Is the rectifier a regulator combo unit?
