Small Engines (Lawn Mowers, etc.): SNOW BLOWER, safety interlocks, new spark

BOUGHT A BLOWER FR MY NEIGHBOR WHO MOVED TO FLA. HAVE NOT BEEN ABLE TO START GET IT STARTED. HAS AN ELEC STARTER. SEEMS TO BE TURNING OVER BUT,ALAS, NO STARTIMG. PUT IN NEW GAS, OIL , NEW SPARK PLUG TOO. NUTTIN!SPECS ARE AGWAY 24" TRACT WITH A 8 HP TECUMSUH HORIZ ENGINE, MAYBE 4 OR 5 YRS OLD. IVE READ MANUAL AND EVERYTHING SEEMS TO BE [ GO ]  I FOLLOW THE THROTTLE, CHOKE, DIRECTIONS BUT STILL ZIP. WHADDA YA THINK?

Sometimes there are safety interlocks that prevent the engine from starting.

Have you checked to see if you have spark?

Another test you can do is try using starting fluid sprayed directly into the carb throat.  If the engine trys to start then the problem is the carburetor.
