Small Engines (Lawn Mowers, etc.): Toro mower idles very high, carb adjustments, toro recycler

I was given a Toro Recycler GTS mower, 6hp B&S motor that has less than 20 hours on it.  I turned it on it's side to inspect the blade and shaft.  It starts on the first pull, and it is idling way too high and it spits out a fine mist of oil.  There is no throttle adjustment on the unit, only the dead man lever.  The mower was last ran a month ago to burn all the fuel out of the tank and it ran fine then.  No carb adjustments were made, but now it idles so fast, that it sounds like it is going to self-destruct.  I have only let it run for less than a minute at this speed because I was afraid it would blow up.  Any ideas?  Thanks

Have you tried moving the carburetor butterfly arm by hand?   It should move freely.

As for the oil, if the mower is tilted on it's side some oil can get past a valve or rings and cause it to smoke and spit oil.

Is the engine an OHV model?
