Question
I have a "TRAC VAC " grass catcher. Engine Model # 130262 Type 212801 Code 85110506  not sure of it's age. The problem is the goverrnor won't work when the engine is put under a load. I can operate it by hand and thats it. I have cleaned all moving parts and used WD40 on them. All links and springs seem to be hooked properly. The engine also has 3600/r-min @ 5 hp. I'm not sure if this is the orginal engine.

Is the governor spring connected...you will see the spring underneath/behind the fuel tank.

On the carb you will see a link that connects the governor rod to the carb link.  There is a screw that hold the pivot arm to the carb.  Remove the screw and make sure it moves freely...dirt sometimes causes this pivot joint to stick.
