Small Engines (Lawn Mowers, etc.): engine wont start, briggs and stratton, coil wire

1994 Craftsman twin cylinder 18 HP lawn tractor, 917.257560
Briggs and Stratton engine model 422707 type 1522 01.  It's getting plenty of fuel.  Tried starting fluid and get occassional pop like it trying to start.  But it won't start, pulled plugs and get occassional spark. Not fast repetitive frequency on either plug.  Is it the magneto that's bad, ignition module (have't found it yet). Any help would be appreciated.

It could be a safety switch preventing the spark.  To check for sure I would remove the engine sheet metal housing to access the coil.  Once you see the coil, remove the small the wire connected to the coil...it will be a push-on spade connector.

With the small coil wire disconnected you can check for spark.  If you have good spark with the small coil wire disconnected then the coil is good and the problem is with a safety switch.
