Small Engines (Lawn Mowers, etc.): tecumseh runs fast,wont idle, screw out, tiny holes


Question
I cleaned the carb on a snowblower sittng for two years.It now starts and runs easily when the throttle is from med fast to very fast,but when I move the speed adjusment down more than halfway,the engine dies.I don,t know the hp,but the throttle adjustment is on the pull cord housing.It has 110v electric start.I think it is around 10hp.The carb is clean,I even removed and replaced the two plugs [carefully],and made sure all the holes were free and clear.One plug under float,one on outside by holddown nut.Idle adjusting screw,and holes cleaned.Screw out 1.5 turns.tried it out more and less.It is like the idle screw is not letting gas into the cavity under the outside plug,and through the tiny holes into the throttle body.
Or maybe I do not have the governor set up right?
This could easily be the case,since I am sure the carb is OK.
Please help.

Hi Richard,

I suspect that the idle speed screw is not set.  This screw keeps the throttle plate from closing too much.  Look into the carb's intake to check if the plate is slightly open.  
The idle mixture screw should be set at 3/4 turn out and the high speed mixture screw 1&1/2 turns out.  Finally, if no change, I would suspect a clog in the carb.  If you can't find anything wrong at that point, replace the carb.  Check the compression also.
