Small Engines (Lawn Mowers, etc.): garden tiller tines wont engage, tiller tines, garden tiller

Question
I have a Yard Machine garden tiller by MTD,31cc, used two summers. Starts right off, runs smoothly but tines won't turn when throttled.

Does the engine run to full speed?

If so then the clutch may be bad or the tine drive could be broke.  It is easier, and I would recommend, checking the clutch first.  You will have to seperate  the engine from the tine unit to check the clutch.  This is not too difficult, just a few bolts.
