Small Engines (Lawn Mowers, etc.): TORO Lawn Tractor Start Problem, battery cables, hxl

Hi - I have a Toro Lawn Tractor model 17-44 HXL which is 4 years old. Never had a problem, last used it in November and stored it in a dry garage for the winter. I went out to start it for spring mowing and when I turn the starter key I just get a very fast, rapid-fire "click-click-click-click" sound but the engine doesn't turn over - it doesn't sound liek the starter is even engaging the engine to start it. Is this an indication of a bad starter or something else altogether ? Thanks in advance for any help you can offer !

We rarely find bad starters.  Most of the time we find a low battery and dirty battery terminals and cable ends.  Dis-connect the battery cables and clean the battery terminals and cable ends with a wire brush or sandpaper.
