it starts for a few seconds but only by blocking  intake& pulling cord for suction. primer bulb dosent squirt fuel but carb bowl has fuel.
in order the following has been serviced:
new plug-broken cord-torn cable at spark plug w/boot & clip only- water in tank- cleaned carb bowel & carb w/ carb cleaner- sheared flywheel key.
questions
how do i check for timing or twisted crank?
why isnt primer bulb filling w/ fuel/

Timing is controlled by the flywheel key.

Most likely the problem is in the carb.  Sears carbs either work perfectly or not at all...no in between.  You mentioned there was water in the tank...I'm guessing there is something still in the carb.

Do you have an air compessor?  This is the best tool for cleaning Sears carbs.  Were the holes in the float bowl nut clean; these holes are actully the main fuel jet.

Remove the spark plug and tilt the mower up.  Two people make this task much eaiser.  Have the second person stand on the mower handle to hold the mower up.  Have the hold/step on the engine shut-off lever and pull the string.

If the shaft is bent you will see the blade wobble.
