Question -
I just was given a Murray 21775C lawn mower with a 5hp Quantum XTE 5H engine. Model 124802-3219-01.

My friend told me it hasn't started for 4 years. Would this entail rebuilding the carburator? If so where would I get a manual for the process? By the way it does have a primer, however when I press the primer 3 times as told, gas comes out of the hole in the middle of the primer button.

I'd definitely clean the carb and you will have to replace the primer bulb based on what you described.
As for the manual, any Briggs dealer will have a factory repair manual.  The Briggs manual you purchase is the same manual as we use in the shop.
Is the carb a float style carb?

According to the model number, you have a flo-jet carb with a mechanical governor.

So the carb should be a float style carb.  These carbs are very simple to work on.  I'd remove, disassemble and clean the carb with compressed air and carburetor cleaner.

If you have a needle adjustment on the front of the carburetor be very careful not to over tighten the needle.  Over tightening can damage the carburetor.  Use a very small screwdriver or your fingers to GENTLY seat the adjustment needle and then back it out 1 & 1/2 turns for an initial setting.
