Small Engines (Lawn Mowers, etc.): surgeing engine, tecumseh engines, starter cord

Hi there , I have an older Landmark 8 hp snowblower. The engine is a Tecumseh . I have adjusted the carb as best I can , the engine speed surges up and down at full throttle opening . A friend of mine told my it may be the governer that is not set up right.Could you please tell me if this is the problem and how to adjust the governer.Also when I use the snowblower for half an hour or so then shut it down , I have a hard time restarting it , I have to push the primer and put the choke on and pull the starter cord 20 to 30 times to get it running again. Is this also related to the governer out of adjustment. Please enmail me back with any info you can give me to get the thing running and staring better. Thanks for your time.

Surging is rarely caused by the governor.  Sometimes if the governor spring gets weak the engine may surge but again this is rare.

Most likely the problem is in the carburetor, especially if you have to pull the string that many times to get it started.

On Tecumseh engines I always check the headbolt torque.  Tecumsehs vibrate more than Briggs and their headbolts loosen over time.

A couple of questions:
1) How may hours are on the engine?
2) When was the last major tune-up including valve service?
3) Has the carburetor recently been cleaned?
4) Are you using fresh fuel, less than a month old?
5) What is the model, spec and serial number of the engine?

Let me know so we can narrow down the problem.
