Small Engines (Lawn Mowers, etc.): JD 314 Carb settings, carb settings, initial settings

Hello:

A neighbor made an attempt to correct the wondering idle of our 314 and now it does not throttle up as high as what it used to and also starts to sputter and loses power under very little load (going up a small hill/ having mower deck running) What are the "correct" setting for the jet screws and idle screws on the carb. Almost all carbs initial settings are 1&1/4 to 1&1/2 turns out from the GENTLY seated position.  I use a very small screwdriver or just my fingers to gently seat the needles.
The idle screw is set to about 1800 RPM; there is no turn specifications.

Try re-adjusting the carb and let me know what happens.
