Small Engines (Lawn Mowers, etc.): b&s govenor linkage, screw driver, throttle plate

Hi Lee, I have gone all over the place adjusting my 8hp engines govenor.  I end up either with way over reving or very little rev or won't start at all.  There is a spring behind the throttle plate that is pulling the gov. linkage toward wide open.  It is a pretty stiff spring too.  The only counter force for this spring is the small spring actually on the gov. to carb linkage.  Could this spring be my problem or do I need to keep adjusting the gov. crank and linkage to get it where it needs to be.  Is there a set way to determine proper adjustment for this gov.?  Thanks, Arick

where the governor arm attaches to the governor shaft coming out of the engine you need a 3/8 whrench and a flat screw driver loosen the nut that holds the arm turn with the screwdriver all the way to the right on the shaft then tighten the nut while holding the shaft with some tension on it all of this is done with no throttle or at idle this should solve the problem if it doesnt then you have a problem internally with the governor
