looks like carbon on engine front wheels under hood all over deck. changed spark plug was not black new air filter. craftsman mower 16.5 briggs engine model 917.271630

Vic, so what was your question ? My question was do you have any knowledge of what might be causing this problem.  Had to have main pulley bolt drilled out because of being broke off, a new one was put in with lock-tite could this have anything to do with the carbon appearing all over the inside of tractor including wheels.

Vic, excess carbon is caused by the exhaust when the carb settings are too rich or the carb is leaking during engine running. It has nothing to do with the "bolt" situation. The muffler probably had a deflector and it fell off allowing the exhaust to carbon to show up in places where it should not.  Best of luck
